Beecher Bay first nation follows a Housing Policy that focuses on providing band members with affordable shelter that meets health, safety, and structural standards. Beecher Bay members can access housing through private financing or through social housing. The Beecher Bay First Nation Housing Policy sets out a clear set of rules for operating its housing program and ensures that is made available to band members in a fair and equitable manner and will benefit the
community as a whole.

Social Housing

The social housing units are constructed through Canada Mortgage & Housing Corporation’s (CMHC) Section 95 housing program. Beecher Bay First Nation (BBFN) and CMHC partner to secure a mortgage (loan) for the BBFN band member for the construction or purchase of a home. Aboriginal Affairs and Northern Development Canada (AANDC) provides a Ministerial Loan Guarantee (MLG) for loan security. The Band enters into an operating agreement with CMHC;
under this agreement, CMHC provides the Band with a monthly subsidy to assist with financing and on-going operating costs of these units. In return, the Band is responsible to make monthly payments to repay the loans and to follow specific administrative procedures.  Tenants occupying these units pay rent to cover the cost of the mortgage and operating costs of the home that are not covered by the CMHC subsidy.
Privately Owned Homes

Members may construct private homes in Beecher Bay land through private financing, however, they are subject to the conditions laid out in the Housing Policy.  Like social housing units, privately owned homes must be maintained and built according to provincial and national building codes.  Members wanting to build their own home must also submit an application form to the housing department and be approved Chief and Council.
The objective of the Housing Program is to:

  1. Clearly define roles and responsibilities for each type of housing initiative (social housing and
    privately owned homes); and
  2. Continually assess housing needs in the community and allocate support for new houses and renovations in a fair and equitable manner; and
  3. To be transparent and accountable; and
  4. Protect and enhance the community’s investment in housing; and
  5. Protect and extend the life of social housing units through the application and enforcement of maintenance, inspection, renovation, and insurance policies; and
  6. To promote individual pride and responsibility for housing.

Aboriginal Affairs and Northern Development Canada (AANDC)

AANDC does not cover the full cost of housing. The Department does provide various forms of assistance to support the development of on-reserve housing. It is up to the First Nations and their community members to secure other sources of funds to meet their housing needs. The Government of Canada allocates an annual investment to First Nations for on-reserve housing through Canada Mortgage and Housing Corporation (CMHC) and Aboriginal Affairs and Northern Development Canada (AANDC). Government of Canada also provides funding for on-reserve housing through the Canada Mortgage and Housing Corporation (CMHC).
